Regional Healthcare Partnership 8 (RHP 8) is a nine-county partnership located in the Central Texas region of the state. The partners consist of Bell, Blanco, Burnet, Lampasas, Llano, Milam, Mills, San Saba and Williamson counties. The Texas A&M Health Science Center (TAMHSC) has been delegated to serve as the RHP 8 anchor institution. |

FINAL REVISED RHP 8 PLAN IS NOW AVAILABLE
The RHP 8 Plan was submitted to HHSC on Friday, February 15, 2012.
RHP 8 submitted this draft of the regional plan in response to HHSC's formal feedback. HHSC will review the RHP Plan and expects to send it to CMS in late February. CMS will then have 45 days to review the plan. Addenda and other documents submitted with the plan in December have not been changed.

RECENT UPDATES (February 18, 2013)
RHP 8 Plan: HHSC anticipates sending the RHP 8 Plan to CMS on Monday, February 25th. The Centers for Medicare and Medicaid Services (CMS) will have 45 days to review the plan. The region with assistance from HHSC will have 30 days to make any revisions. Please know that HHSC will scrutinize the valuation of projects exceeding $5M in RHP 8 more closely and will review the technical aspects of all projects.
DSRIP DY1 Funding: Submittal of the RHP 8 Plan allows HHSC to presumptively make the DY1 payment. RHP 8’s DY1 DSRIP payment will be made April 30, 2013, with the IGT requested on March 22, 2013. HHSC has said that a project that is not approved by CMS will be required to refund the DY1 allocation. However, HHSC said CMS hopes to work through any issues with providers.
DSRIP and UC Payment Timeline: This document contains a draft of the payment calendar, including anticipated IGT dates. DY1 refers to 2012 UC and 2012 DSRIP. HHSC is expecting to ask for IGT for DY1(2012) UC between March 22 and April 12, with the payment being made May 7th.
RHP Plan Monitoring: HHSC believes it will be required to more program monitoring than it had anticipated and is proposing to retain 0.5 – 1% of all DSRIP payments for monitoring purposes. If this moves forward, HHSC will promulgate expedited rules.
Category 3: CMS and HHSC are working through a modification to Category 3 achievement targets. They intend to provide a methodology for calculation. This will mean that Categories 1,2 and 4 and all parts of the Category 3 payment except DY4 and DY5 will receive approval. DY4 and DY5 achievement targets for Cat 3 will be worked out later. HHSC recommends focusing on the outcomes and not worrying about the achievement level at this point.
UC Rule Amendment: HHSC is concerned about the amount of UC being requested vs the amount of funding that is available for payment. Please see the .pdf for a the rule amendment and the schedule for the rule.
